TEACHERS’ PRAYERS FOR SY 2012-2013
1. Sufficient funds for K-12 program or postponement of its implementation
Adequate funds for education sector especially for the Aquino government’s flagship program the K-12 basic education cycle or consider postponement of such until the system is fully prepared.

2. P3000 additional allowance
Granting of P3000 increase in teachers and government employees’ Personal Emergency Relief Allowance or PERA, which currently amounting to P2000 and the latest adjustment was done in year 2006. The PERA is the government counterpart of the Cost of Living Allowance (COLA) for the private sector, which is supposedly adjusted depending on the cost of living.

An appeal to consider the passing of the bill, “Additional Support and Compensation for Public School Teachers” which will grant them a P9000 pay increase among other benefits, in line with the salary upgrading principles. This is the government’s supposed respond to rectify the decades-long error of placing the teachers in very low positions in government salary classification. Said proposal was extensively tackled during the 14th Congress but was eventually overshadowed by the SSL-3. This year, the last tranche of increase under the SSL-3 will be given and the bill was re-filed in Senate by its original author, minority leader Sen. Alan Peter Cayetano.

4. Repeal of Compulsory Poll Duties of teachers
Year 2013 is another election year, and as in the past, teachers will once again man the polls which will expose them to health, harassment and other physical hazards and legal problems in performance of their mandated duty, while being paid very minimal compensation.

5. Provision of socialized housing and other benefits for teachers
Implement the spirit of constitutional provision that says: “The state shall assign the highest budgetary priority to education and ensure that teaching will attract and retain its rightful share of the best available talents through adequate remuneration and other means of job satisfaction and fulfillment” by providing a socialized housing for teachers; entitlement of the teachers to paid vacation, sick and privilege leave benefits; lowering of compulsory retirement age; tax reduction for teachers; and scholarship program for their children among others.

6. More funds to Kindergarten program and just and compensation to kinder teachers
Kindergarten system should be given special attention. Construction of classrooms, purchase of facilities and materials especially made for kinder and hiring of specially-trained teachers with enough compensation should be the priority rather than the expansion of basic education cycle.
7. End contractualization of teachers both in public and private schools
Create new teaching positions based on actual needs and prioritize the assignment of incumbent locally-paid teachers to vacant or newly created permanent teaching positions and compel the LGUs to enforce the provision of Magna Carta which states that: “The salary scales of teachers whose salaries are appropriated by a city, municipal, municipal district, or provincial government, shall not be less than those provided for teachers of the National Government.”

Panalangin ng mga Guro ng Bayan

Amang Diyos, kaming inyong mga anak, mga pampublikong guro ng Bayang Pilipinas ay nagkakatipon ngayon at tumatawag sa inyong kadakilaan at sa matamis na pangalan ng inyong anak na si Hesus, aming manunubos.
Kami’y humihingi ng inyong patnubay kasabay ng pagsusumamong hipuin nawa ng inyong banal na mga kamay ang puso ng mga pinunong-bayan sa bansang ito.
Upang ibigay ang mga kahilingan at lingapin ang mga hinaing naming dili iba’t makatwiran lamang sa batayan ng pananampalatayang Kristiyano at panuntunan ng Banal na Iglesia Katolika.
Upang ang napakaliit na pagtrato ng pamahalaan sa aming propesyon ay tuluyan nang magwakas at kami’y bigyan ng pagkilala at pasahod na makatarungan at laan lamang sa serbisyong aming iniaalay.
Upang ang aming mga karapatang napagtagumpayan ay maipanatili, igalang at ipatupad.
Upang ang matagal na panahong pagwawalang-bahala sa aming sektor ay tuluyan nang matapos sa darating na taong pampaaralan.
Batid namin Ama, na ang mga ito’y hindi ganap na makalulutas sa samu’t saring suliranin ng mga pampublikong paaralan sa aming bayan, subalit kami ri’y naniniwala na kung ito’y maigagawad sa amin sa tulong ng inyong kapangyarihan ay malaking ginhawa ang maari nitong maibigay sa aming mga guro, ang pinakamahalagang sektor sa kabuuang sistema ng edukasyon. Sa aming mga guro na malaon nang dumaranas ng hirap at nagtitiis sa karukhaan. Sa aming mga guro na matagal na panahon nang winalang-halaga. Sa aming mga gurong patuloy na nasasadlak sa masahol na kalagayang pangkabuhayan at nababaon sa utang. Sa aming mga gurong palagi nang naiipit sa mga awayan ng mga pulitiko at mga armadong grupo. Sa aming mga guro na unti-unti nang ginugupo ng demoralisasyon.
Sa kabila ng lahat ng ito, Ama, nananatili kaming naririto at tapat na naglilingkod.
Sa araw ng bukas ay muli na namang magsisimula ang isang taon para sa amin.
Magbubukas na ang mga paaralan. Muling sasabak sa tungkulin ang matatapat, masisipag, matitiyaga, mapagkalinga at mapagmahal ng mga guro. Nawa’y bigyan po ninyo kami ng ibayong lakas, hindi lamang ng katawan, kundi maging ng isipan, damdamin at higit sa lahat, ispiritwal na lakas upang manatili naming mapaglingkuran ng buong tapat ang aming mga mag-aaral at ang iyong sambayanan.
Magbubukas na ang mga paaralan. Muling sasabak sa tungkulin ang matatapat, masisipag, matitiyaga, mapagkalinga at mapagmahal ng mga guro. Nawa’y bigyan po ninyo kami ng ibayong lakas, hindi lamang ng katawan, kundi maging ng isipan, damdamin at higit sa lahat, ispiritwal na lakas upang manatili naming mapaglingkuran ng buong tapat ang aming mga mag-aaral at ang iyong sambayanan.
Ipinagdarasal po namin Ama ang katuparan ng mga sumusunod:
a. Paglalaaan ng sapat na gugulin sa K-12 porgram o pagpapaliban nito
b. Dagdag na P3000 sa aming Personal Emergency Relief Allowance (PERA)
c. Pagsasabatas ng P9000 dagdag na sahod sa mga guro
d. Pagapapawalang-bisa ng sapilitang election duties ng mga guro
e. Paglalaan ng programang panabahay at iba pang benepisyo sa mga guro
f. Pagdaragdag ng badyet sa kinder program at sapat na pasahod sa kinder teachers
g. Pagwawakas sa kontraktuwwalisasyon sa mga guro- pribado man o publiko
h. Matagumpay na taon para sa mga batang Pilipino at sa buong bayan
Ito po ay dalangin namin sa iyong kadakilaan Ama at sa iyong na anak na si Hesus.
